Frank is an experienced attorney with a demonstrated history of handling cases in the New York and New Jersey trial courts, United States District Court’s for the Southern and Eastern Districts of New York, and the District of New Jersey.
Frank’s current practice focuses on marine and energy, representing assureds in defense of complex litigation involving personal injury, maritime personal injury, Longshore Harbor Workers’ Compensation Act, New York State Labor Law, Jones Act, toxic torts, aviation, environmental pollution and property damage, also extends into commercial and contractual disputes, including partnership/joint venture disputes, real estate litigation, business torts, and vendor-vendee disputes relating to technology services.
In addition, Frank handles marine and energy insurance coverage matters, providing opinions to insurers on a wide range of issues, including: cargo, hull, protection & indemnity, yacht, marine general liability, property damage, business interruption and warehouse legal liability. He has been involved in a variety of declaratory judgment matters, involving coverage issues with respect to marine, energy, inland marine, hull, cargo, charterer’s liability, marine general liability, warehouse legal liability, yacht, freight forwarder liability, terminal operator liability, business interruption, marine environmental/pollution, builder’s risk, stevedore’s liability, protection & indemnity, reinsurance and excess policies.
Frank is the Chair of the Cargo Insurance Subcommittee of the Maritime Law Association of the United States, as well as a member of the Association of Average Adjusters (UK), the Association of Average Adjusters of the US and Canada, the New York State Bar Association and the American Bar Association.
Frank teaches a course on Introduction to P & I Insurance at the American Institute of Marine Underwriters.
Prior to entering private practice, Frank clerked for the Hon. Arthur M. Schack of the New York State Supreme Court, Kings County Civil Term.
