Sandy co-leads Kennedys Healthcare Team in Hong Kong and qualified in Hong Kong (2001).
Sandy specialises in areas covering clinical negligence claims, disciplinary investigations, clinical related criminal proceedings, medical professional insurance related matters, inquests, Data Privacy Commissioner investigations, Consumer Council investigations, Equal Opportunity Commissioner investigations, healthcare regulatory matters and mediation. Major clients include the Hong Kong Hospital Authority, Medical Protection, medical professional indemnity insurers, doctors, private hospitals, allied health professionals, dentists, and nurses.
Sandy is regularly invited by professional associations and universities to share her thought leadership across a broad range of medico-legal issues in Hong Kong. Sandy is also author of a number of healthcare publications. She recently co-authored the chapter “Confidentiality, Privacy and Personal Data” in the book Healthcare Law and Ethics Principles & Practices.

Work highlights
- Defending a wide range of clinical negligence claims including high value cerebral palsy, patients in vegetative states and obstetric claims (with largest claim pleaded over HK$100 million).
- Handling investigations held by Department of Health, Office of the Privacy Commissioner for Personal Data, Drug Office, Electronic Health Record Office, Equal Opportunities Commission, Consumer Council etc.
- Successfully defending medical doctors in the Medical Council Inquiry and healthcare practitioners in other regulatory boards against charges of professional misconduct, and assisted a number of physicians and allied health professionals to have their cases dismissed at the PIC stage.
- Handling the discount rate trial decided in January 2013 Chan Pak Ting v Chan Chi Kuen & Anor [2013] HKEC 202 setting out 3 discount rates for future needs.
- Representing clients in patient’s complaints, mediation, coroner’s inquests (involving the death of a local tycoon whose family engaged 3 Counsel to represent them at the inquest) and disciplinary inquiries.
- Providing strategic and procedural advice, seminars and trainings on a wide range of health law issues, policy issues and disciplinary matters.
